On April 25, 2025, the second meeting of the first term of the Paper Industry Association of Sishui County was successfully held in the third-floor conference room of Shandong Xingrong Industry and Trade. The core members of the association, including the president, vice presidents, secretary-general and supervisor, gathered together to deeply discuss a number of key tasks related to the standardized operation and long-term development of the association, laying a solid foundation for the efficient conduct of association affairs in the future.

The meeting first focused on the "preparatory work for the website construction of Sishui County Paper Industry Association". All the participants unanimously agreed that the official website is an important window for the association to showcase its image to the outside world, convey industry information and serve member enterprises. At the meeting, the core functional requirements for website construction were clarified, including sections such as association dynamic release, member profile display, policy information interpretation, and industry resource connection. The time nodes and responsibility divisions for website construction were initially determined, and it was required to start the preliminary research and scheme design as soon as possible to ensure the website's early launch and operation.

In terms of optimizing member services, the meeting proposed dual measures of "improving the information of association members and establishing a unified contact group". In response to the detailed loopholes in the current management of member information, the meeting required a comprehensive review and supplementation of the basic information, business scope, contact details and other materials of all member units, and the establishment of standardized member information archives to achieve dynamic updates and efficient queries. At the same time, it is clearly stipulated that the secretary-general will take the lead in establishing an official contact group of the association as soon as possible, covering all member units. This will facilitate the real-time transmission of meeting notices, policy documents and industry trends, smooth the communication and exchange channels among members, and enhance the cohesion of the association.

Another key topic of this meeting was to discuss the various rules and regulations of the association and form written materials for archiving. The members attending the meeting, in light of the actual operation of the association, reviewed the existing rules and regulations such as the "Membership Management Measures", "Meeting Rules of Procedure", and "Financial Management System" article by article, and put forward suggestions for modification regarding the ambiguity and practical issues of some articles. After thorough discussion, the meeting determined the revision direction of the rules and regulations. The meeting held a lively discussion on the "Standards and methods for collecting membership fees", adhering to the principles of "fairness and reasonableness, ensuring operation, and serving members". Members, based on the scale differences, business conditions and common industry standards of paper enterprises in Sishui County, initially drafted multiple sets of membership fee collection plans, providing detailed explanations on the membership fee standards, payment cycles and payment methods for member units of different scales. The meeting decided that it would further solicit the opinions of some member enterprises, optimize and adjust the plan, and then form the final membership fee collection method to ensure that it can not only guarantee the funds needed for the daily operation of the association, but also not increase the burden on member enterprises.

At the end of the meeting, all members had an in-depth exchange on "unifying thoughts, clarifying the work goals of the association and the direction of future efforts". In his concluding remarks, the president emphasized that in the initial stage of the association's establishment, it should focus on the three core goals of "serving members, empowering the industry, and supporting the county economy". At the current stage, the emphasis should be on "improving infrastructure, optimizing member services, and standardizing internal management". In the next step, it is necessary to gradually expand the scope of work. This includes organizing industry training, conducting government-enterprise connections, promoting technological exchanges and cooperation, and responding to market risks, etc., to help paper enterprises in Sishui County develop in a group and jointly enhance the overall competitiveness of the regional paper industry. All the participants expressed their agreement that they would take this meeting as an opportunity to unify their working ideas, pool their working strength, and jointly promote the association to become a solid bridge connecting the government and enterprises, serving members and promoting the development of the industry.

The convening of the second meeting of the first term not only clarified the key tasks and implementation paths of the association in the near future, but also consolidated the consensus among core members, pointing out the direction for the association's subsequent high-quality development.
